You should use this mechanism to log a new support request whenever possible. In the event that your call is Critical (the problem represents a reproducible emergency condition which makes the use or continued use of one or more functions impossible, and is not correctable by a solution already available to you) then telephone your nearest help desk listed at Contact Us.
